Legal requirement for Construction noise monitoring
Construction & noise Monitoring meter system in Singapore is Required to install at construction sites under Singapore’s NEA Environmental Protection and Management (Control of Noise at Construction Sites) Regulations Clause 4.
Director of Pollution Control Department may require the owner or occupier of any construction site to install Noise monitoring equipment, comprising of a Class 1 noise meter with ± 0.7dBA accuracy which is in compliance with the IEC 61672 standard or other comparable standard to measure and record the level of noise emitted from the construction site at the premises for the entire duration of the construction works as may directed by the Director-General and to submit all records of the noise readings including all relevant facts which may influence the values of the noise level readings.

Duties of contractor after installation of Noise Monitoring System:
The contractor shall update to NEA on the installation of the system along with website link (URL), user id and password which is provided by us. Operate and maintain the real-time noise monitoring system installed at the site in a good condition and efficient manner at all times Service and calibrate the meter by an accredited laboratory at least once a year and submit the calibration certificate to NEA Install the real-time noise monitoring system in such a way that it is not obstructed by any barrier / partition between the equipment and the site or should not be blocked by putting any material covering the equipment in such a manner that the noise meters sensor always visible, uncovered and exposed to atmosphere, and noise meter sensor is facing the sites at all times.
